FWIW, the location of these templates is C:\Program Files (x86)\Microsoft Part\Templates\1033, but I suspect that if you deleted them from there, they would be regenerated.

Thanks for your aid Suzanne... I accept a similar question: how can I disable online template search on MS Part 2013 Home & Business for my child? Again, I'm not sure there's a way. About all you can practise is add the New Document or Template command to the Quick Access Toolbar and have your child use that instead of File | New or New on the Start menu. It will evidence but local templates.
